Cases where the fee is not charged
- Buildings given as compensation in renovation
- Buildings handed over to the state free of charge
- If 50%+ of the construction volume is handed to the state free of charge
- Self-government (mahalla) buildings
- Infrastructure objects themselves
- Industrial capital buildings (except offices/housing)
- Religious buildings
